Meta charges per template message delivered. This is the current model as of 1 July 2025 — marketing conversation rates transitioned to marketing message rates on that date. Utility and authentication messages were already per-message before this change. Service conversations (customer-initiated) are free for all businesses with no monthly limit, effective 1 November 2024.
Meta classifies messages into four categories, each with its own rate:
Marketing — business-initiated messages for promotions, re-engagement, or updates that don't relate to a specific transaction. Highest rate.
Utility — business-initiated messages related to an agreed transaction: order confirmations, appointment reminders, booking updates, delivery notifications. Free when sent inside an open customer service window; charged outside it.
Authentication — OTP codes and verification messages. Same open-window rule as utility.
Service — any conversation that opens because the customer messaged you first. Free for all businesses since 1 November 2024, no monthly limit.
Country-specific per-message rates are published in Meta's interactive rate card on business.whatsapp.com. The developer documentation does not list per-country figures — the rate card is the source of truth. Rates change by market region and category; model your projected volume against the current rate card before finalising budget projections.
Every WhatsApp Business API connection requires a Meta-approved BSP. The BSP manages the API connection, template approval, and message delivery infrastructure. They charge a monthly platform fee on top of Meta's message costs.

Note: the platform fee covers the software. Meta message fees are charged separately through the BSP's billing and passed through to you. Some BSPs mark up Meta fees — ask the vendor explicitly: 'Do you mark up Meta's message fees?' before signing.
To model monthly cost, sum three components:
Service messages (customer-initiated) are free for all businesses with no monthly limit since 1 November 2024. This is the largest structural saving for support-heavy teams.
The shape of the cost split varies by business archetype:
Support-heavy team (mostly customer-initiated chats): cost is essentially just the BSP subscription. Meta fees are minimal because inbound service conversations are free. A UK beauty salon handling 300 customer chats/month plus 400 utility appointment reminders sits mostly at BSP cost.
Marketing-heavy team (large-list broadcasts): Meta message fees can exceed the BSP subscription several times over at high volume. Marketing per-message rates are the highest of the four categories, and each broadcast recipient counts as one message. A Brazilian e-commerce store sending 800 marketing broadcasts monthly pays significant Meta fees on top of subscription.
Reminder-heavy service business (appointment / order updates): sits between the two. Utility messages are cheaper than marketing but not free unless sent inside an open service window. An Indian tutoring centre with 200 appointment reminders and 150 inbound student enquiries pays close to BSP subscription only, since service conversations are free.
For any specific business, model your projected message counts by category against the current rate card for your country before finalising the budget.

1 November 2024 — Service conversations became free for all businesses. No monthly limit. This was the larger change for most small businesses. Teams primarily handling inbound customer enquiries (the customer messages first) now pay $0 for those conversations. For businesses where inbound support is the primary WhatsApp use case, this effectively eliminated the Meta fee layer at typical SMB support volumes.
1 July 2025 — Marketing conversation rates became marketing message rates. Meta shifted marketing billing from per-24-hour-conversation to per-template-message-delivered. Utility and authentication messages were already per-message before this. The shift means high-frequency marketing broadcasts to the same recipient cost more under the new model than under the old conversation-window model.
What stayed expensive: marketing messages (business-initiated promotions) remain the highest-rate category. Businesses that rely on WhatsApp broadcast campaigns as a marketing channel feel this most.
Template approval: all business-initiated messages (marketing, utility, authentication) require pre-approved templates from Meta. Free-text replies within the 24-hour service window do not require templates. Meta does not publish an approval SLA for template review — expect a review window before your first send.
