Meta bills the WhatsApp Business Platform per conversation — a 24-hour window between business and customer. Documented at developers.facebook.com/docs/whatsapp/pricing/.
Four conversation categories:
Service — conversations initiated by the customer within a 24-hour window. Free in all countries, no cap. This is the biggest single cost lever: businesses with high inbound customer support traffic pay almost nothing to Meta because most of their conversations are service-window replies.
Utility — transactional messages tied to a specific customer action (order confirmations, delivery updates, appointment reminders, payment receipts). Since November 2024, utility is billed per message, not per conversation. Meta announced the shift at WhatsApp Business Platform pricing updates. This makes utility roughly 3-5× cheaper than marketing.
Marketing — promotional messages, offers, product announcements, cross-sells. Billed per conversation (24-hour window). Most expensive category because Meta prices marketing highest to discourage spam.
Authentication — OTPs, 2FA codes, verification links. Billed per conversation. Roughly 40-50% of the marketing rate for the same country.
A business's Meta bill depends more on the mix of conversation categories than on the total volume. A hair salon sending 400 appointment reminders (utility) + 100 promotional broadcasts (marketing) per month pays a very different bill than a coaching business sending 500 reminder-only messages (all utility). Same volume, half the cost.

Businesses with pan-European reach frequently discover their WhatsApp cost is dominated by a few high-rate countries. Segmenting marketing lists by geography and adjusting frequency by country is a common cost-control lever.
The WhatsApp Business Platform is not sold directly by Meta to end businesses. Access is either through a Meta-verified Business Solution Provider (BSP) with a hosted inbox, or through Meta's Cloud API direct (which requires the business to build its own inbox).

Meta launched Cloud API in May 2022 — a Meta-hosted API that removes the BSP-only barrier. For teams with engineering resource, Cloud API direct removes the BSP subscription entirely; only Meta's pass-through conversation fees apply. The trade-off is that the business has to build the inbox, chatbot flows, and template management themselves. For SMBs without a developer, a full-service BSP is typically cheaper in total cost once developer time is factored in.
Scenario A: Solo salon owner, WhatsApp is mostly inbound
Profile: hair salon in London, one owner-operator, 40-60 client bookings a month. Most WhatsApp traffic is customers messaging to confirm appointments, ask questions, or reschedule. About 20 automated appointment reminders per week (utility).
For this profile the BSP subscription is 99% of the bill. Meta fees are effectively zero because most conversations happen inside the free 24-hour service window.
Scenario B: 3-agent e-commerce store, moderate marketing
Profile: independent online retailer, 3 customer-service agents on one WhatsApp number, 1,500 inbound service conversations a month, 400 utility messages (order confirmations + shipping updates), 300 marketing broadcasts to opted-in customers.

The marketing conversations are the single largest Meta line item at UK rates. Same scenario in India would cost ~$4 in Meta fees; in Germany ~$44.
Scenario C: Growing SMB with heavy marketing outreach
Profile: SaaS company with 10-agent support team, 3,000 monthly service conversations, 1,500 utility messages (payment reminders, renewal notices), 2,000 marketing broadcasts across UK + Germany + India customers.
Mixed geography:

At this volume, Meta fees become a meaningful share of the total. Geography optimization (shifting marketing frequency toward lower-rate countries) starts to matter.
The choice between using Meta's Cloud API directly (launched May 2022) and going through a full-service BSP (WATI, Respond.io, AiSensy, Interakt) is not a matter of preference. It's a three-variable decision that most SMBs answer wrong because they compare the wrong numbers.
Variable 1: In-house developer availability. Cloud API direct requires the business to build: the inbox where agents reply, the chatbot flow builder, template submission and version management, webhook handling for delivery receipts and read events, retry logic for failed sends, and monitoring for account health. A competent backend developer needs 4-8 weeks to build a minimum viable version, plus ongoing maintenance. At £400/day contractor rates that's £8,000-£16,000 upfront plus £500-£1,500/month running. A full-service BSP delivers all of the above for £40-£150/month with no engineering time.
Variable 2: Volume trajectory. Per-conversation Meta fees are identical whether you go direct or via BSP — Meta invoices the same rate. The BSP subscription is the delta. At low volumes (under 5,000 conversations/month) the BSP subscription is 30-60% of the total bill; at high volumes (50,000+/month) the BSP subscription becomes a rounding error and Cloud API direct starts to look like premature optimisation. Below 10,000/month there is no cost case for Cloud API direct without a specific technical reason.
Variable 3: Integration surface. If the business already has a mature product platform that WhatsApp needs to integrate deeply into (custom order-management, bespoke CRM, real-time inventory), Cloud API direct gives full control over the integration shape. If the business needs a reasonable set of pre-built integrations (Shopify, WooCommerce, Zapier, Google Sheets, HubSpot, Salesforce), a full-service BSP delivers these without engineering work.
The pragmatic default for SMBs without a dedicated developer: full-service BSP. The pragmatic default for teams with engineering resource above 10,000 monthly conversations and specific integration needs: Cloud API direct with a chosen inbox/chat UI (open-source Chatwoot, Rasa, or in-house build).
The trap most SMBs fall into: picking Cloud API direct because it 'has no platform fee', then discovering that the developer cost to build the inbox, chatbot builder, and template management exceeds five years of BSP subscription. The platform fee is not the whole picture.
Meta's WhatsApp Business Platform pricing has changed materially in the last 24 months, and the trajectory matters for anyone modelling multi-year budgets.
November 2024: utility conversations moved from per-conversation to per-message billing. Documented at Meta's pricing updates page. Before: a utility conversation (order confirmation + delivery update + payment receipt to the same customer within 24h) billed as one conversation. After: each message billed separately at a lower per-message rate, resulting in a 3-5× lower cost for typical utility flows. Winners: SMBs sending single-shot transactional messages. Losers: SMBs sending sequences of 3+ messages in the same 24h window (they pay per message now instead of one conversation).
2024: Free-tier expansion to 1,000 customer-initiated service conversations per month. Every WhatsApp Business Account gets 1,000 free service conversations per month regardless of country. For a small support-focused SMB, this typically absorbs the entire monthly volume — Meta fees round to zero.
2025: Authentication category discount in select markets. Meta discounted authentication conversation rates in India, Indonesia, and other high-volume OTP markets to compete with SMS-first authentication providers. Verify current rates at Meta's pricing page before quoting an authentication-heavy use case.
Coming (announced but not yet in effect): per-message billing extending to marketing. Meta has signalled that the per-message model may extend from utility to marketing at some future point. If it does, marketing broadcast economics change materially — a business sending a 2-message marketing sequence (initial + follow-up) would pay per message instead of one conversation. This is not confirmed as of publication; track Meta's announcements at WhatsApp Business Platform Product Roadmap.
Practical planning implication: any WhatsApp cost projection built on the assumption that current pricing is stable for 24+ months is optimistic. Model 6-12 months out based on today's rates; assume category-boundary changes may compress or expand specific line items. The single stable rule since 2018: service conversations are free, customer-initiated within 24 hours.
Before committing to any WhatsApp API setup, model these six variables against your business:
Estimate your monthly conversation mix by category. Service (customer-initiated, free), utility (transactional), marketing (outbound), authentication (OTP). Most SMBs overestimate marketing volume and underestimate service.
Map conversation destinations by country. If your customer base is heavily UK/EU, budget for high per-conversation rates. If India / Turkey / Colombia / SEA, budget will be dramatically lower. If mixed, model each country separately.
Model at 6 months out, not month one. Team size and volume both grow. A BSP that costs $49/mo today at 3 agents may cost $159/mo at 10 agents on a per-user tier. Flat per-workspace pricing (WATI, Respond.io) is predictable; per-user pricing (Kommo, Trengo, SleekFlow) scales linearly.
Check the utility vs marketing split. Since Meta's November 2024 shift, utility is per-message and much cheaper than marketing. Businesses that can classify a message as utility (order confirmation, appointment reminder, payment receipt) instead of marketing save 3-5× per message.
Verify the BSP includes what you actually need. Chatbot builder, template management, Shopify integration, EU data residency — features vary. Comparing base plan prices without checking feature parity is the most common comparison mistake.
Budget for template approval and green tick lead time. Neither is a direct fee, but both consume real weeks. Plan campaign launches with the approval calendar in mind.
